Roles explained

Importer of Record vs Sourcing Agent

They sound similar but do opposite jobs — one is your legal importer at the border, the other finds and controls what you buy. Here's which you actually need, and when you need both.

    Quick Answer

An importer of record is the legal party responsible for customs clearance, duties, taxes, and import compliance in the destination country. A sourcing agent works on the supply side — finding and vetting factories, negotiating the true price, and running quality control before goods ship. They cover different halves of an import: the border versus the product. Many importers need both. Trade Entrust is a managed sourcing agent, not an importer of record, and coordinates with your IOR or customs broker.

    Side by side

Importer of record vs sourcing agent

Two different roles, two different problems — here's exactly where each one operates.

    What matters
    Importer of record
    Sourcing agent
    Core job
The legal importer on record — owns customs clearance and compliance
Finds the factory, negotiates price, and controls quality
    Where they act
At the border and with the customs authority in the destination country
At the factory and supply chain, mostly in the origin country
    Legal responsibility
Named as importer; liable for duties, taxes, and import compliance
Acts as your buying office; not the legal importer
    Duties & taxes
Pays duties/taxes and files the import declaration on your behalf
Advises on landed cost but does not clear customs for you
    Product decisions
None — does not choose the supplier or the product spec
Sources across factories, sets specs, runs OEM/ODM development
    Quality control
    Not their scope
Independent AQL 2.5 inspection before goods ship
    When you need them
When you lack a legal entity or license to import into a country
When you need to find, price, and control what you're buying

What an importer of record handles

The IOR is named on the import declaration and is legally accountable to the destination country's customs authority. It pays duties and import taxes, ensures the goods meet import regulations and labelling rules, and holds the paperwork. If you have no local legal entity or import licence — common when selling into a market where you aren't registered — an IOR makes the shipment legal. It does not choose your supplier, negotiate price, or check quality.

    What a sourcing agent handles

A sourcing agent is your buying office at origin. Trade Entrust draws on 500+ verified factories across hubs in China (primary), Vietnam, and India to find the right maker, negotiate the true FOB price, manage OEM/ODM development, and run independent AQL 2.5 inspection before goods ship. Fees are transparent — a project initiation fee of $300–$1,500, roughly 1.5–2% operations, and a 2–8% commission — with a $10,000 FOB minimum order. It does not act as your legal importer.

    When each fits

Do you need one, the other, or both?

    You need an IOR when…

    • You lack a legal entity or import licence in the destination country
    • You already know the supplier and are confident in quality
    • Someone must be legally liable for duties and compliance

You need a sourcing agent when…

    • You need to find and vet a real, verified factory
    • You want the true FOB price and hard negotiation
    • You need custom/OEM products and AQL quality control

    You need both when…

    • You're launching a new custom product in a market where you aren't registered
    • You want the border covered and the product controlled
    • You'd rather split legal import and supply-side risk cleanly

Importer of record vs sourcing agent — FAQ

An importer of record (IOR) is the legal party responsible for customs clearance, duties, taxes, and import compliance in the destination country. A sourcing agent works on the supply side — finding and vetting factories, negotiating price, and controlling quality before goods ship. The IOR handles the border; the agent handles the product. They solve different problems and are often used together, not instead of one another.
